Donald W. Froneberger has joined the firm as a Senior Electrical Designer. Mr. Froneberger is a Senior Electrical Designer with over 30 years of experience in the design and construction administration of public and private health care, institutional and commercial projects; Chad F. Poultney, P.E., LEED AP has passed the LEED® Certification exam, earning him LEED accreditation from the US Green Building Council (USGBC). Mr. Poultney has a strong background in construction, design, structure inspection, structure rehabilitation, and project management. His current role is Principal-in-Charge of a Full Service Design Team. Mr. Poultney is a 1995 graduate of the University of Delaware with a B.S. degree in Civil Engineering; and John P. Parkinson, PP, AICP, LEED AP has passed the LEED Certification exam, earning him LEED Accreditation from the US Green Building Council (USGBC). Mr. Parkinson, is a Professional Planner and Certified Floodplain Manager serving as a Senior Environmental Planner in the Hydraulics and Hydrology Group. He has 20 years of experience as an Environmental Planner. His responsibilities include the planning and preparation of hydrologic and hydraulic facilities to address stormwater management and water quality including the procurement of federal and state regulatory permits.
Clark Nexsen is also pleased to announce that Dennis J. Sobota, PE, CDT LEED AP has been selected to serve as a member on the Virginia Society of Professional Engineers (VSPE) Board of Directors. Mr. Sobota has more than 35 years experience in engineering, construction and facilities management. He is a graduate of Penn State University and holds a Master’s degree from the University of Pittsburgh. He is a Registered Professional Engineer in 4 states and a Licensed Asbestos Inspector in Virginia. He served 7 ½ years on active duty in the Navy’s Civil Engineer Corps and retired in 2002 with 30 years active and reserve combined service. He has also served as an Adjunct Faculty member in ODU’s Continuing Engineering Education program.
Stantec transportation engineer and infrastructure management specialist Charles Larson, P.E., has passed the Leadership in Energy and Environmental Design (LEED) exam and is now a LEED™ Accredited Professional. Mr. Larson is a principal in the firm’s Richmond office and has over 23 years of experience in the transportation field. LEED accreditation is rare for transportation engineers as the program focuses heavily on building design. Mr. Larson will use the accreditation, however, to better apply sustainable design and integrate green practices into his transportation and roadway infrastructure management projects. Mr. Larson holds a B.S. degree in Civil Engineering from the University of Connecticut and a Master’s degree in Project Management from George Washington University’s School of Business.
Hurd & Obenchain, Inc. (H&O) has recently announced that plumbing engineer, Tim Moser, has earned LEED® accreditation. He is a graduate of James Madison University and has been with H&O since 2001.
The Board of Directors of Thompson & Litton (T&L) is pleased to announce Scott Wilson, P.E. as a new Associate of the firm. A 1985 graduate of Virginia Tech earning a B.S. degree in Civil Engineering, Mr. Wilson has more than 23 years of experience in the management and design of engineering and architectural projects.
Thompson & Litton is also pleased to announce that Jan Harber, Human Resources Administrator, for Thompson & Litton has recently earned certification as a Professional in Human Resources (PHR). Awarded by the HR Certification Institute, the credentialing body for human resource professionals affiliated with the Society for Human Resource Management (SHRM), the world’s largest organization dedicated exclusively to the human resource profession, the certification signifies that Ms. Harber possesses the theoretical knowledge and practical experience in human resource management necessary to pass a rigorous examination demonstrating a mastery of the body of knowledge in the field.
Virginia A&E is pleased to announce that David Tinsley has joined the firm as a Designer. He is a graduate of Central Virginia Community College with a degree in General Engineering Technology. His experience includes more than 20 years in the construction industry, during which time he obtained his certification as a Master Plumber. Mr. Tinsley will assist with the design of building renovations and additions, inspections/assessments, feasibility studies, and new building design.
KTA Group announced they have recently named Ken Poulter and Travis Michalke as partners at the firm. Mr. Michalke is a Senior Vice President and Co-Director of the firm’s Washington, DC practice. He is also a registered Professional Engineer (mechanical), Certified Energy Manager, Certified Green Building Engineer and a LEED™ Accredited Professional. He has twelve years of KTA experience. Mr. Poulter serves as a Senior Vice President and Director to the firm’s Commercial Studio, located in the Herndon office. He has nearly 30 years of practical engineering experience and 15 years of tenure at KTA. He is responsible for the daily management of the Commercial Studio practice which specializes in corporate interiors and commercial office buildings.

Ashley Moore, has joined the Marketing Department as Marketing Coordinator in their Glen Allen Office. Ms. Moore was formerly with Timmons Group; Mark Safirowski, has joined the Mechanical Department as Mechanical Designer in their Hampton Roads Office. Mr. Safirowski was formerly with Interbrand Design Forum; and Justin C. Wheeler, P.E., has recently joined the Life Safety Department as Senior Fire Protection Engineer in the firm’s Hampton Roads office. Mr. Wheeler was formerly with R.W. Sullivan, Inc.
Michael Matthews, P.E., president and CEO of Hankins and Anderson, Inc. and a past president of the American Council of Engineering Companies (ACEC) Virginia, will again lead the organization as president in 2009-2010. Mr. Matthews is also a past president of the Richmond American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Chapter and is a member of the National Society of Professional Engineers (NSPE). His current involvement in ACEC Virginia includes the chair position on the education committee, a member of the programs committee, and a past chair of the finance committee. He also sits on the ACEC Federal Agencies Liaison committee at the national level. Mr. Matthews is a 1982 Mechanical Engineering graduate of Old Dominion University where he was honored as a Distinguished Alumnus.
Paciulli, Simmons & Associates is pleased to announce that Cara Capobianco has become a Virginia certified Professional Wetland Delineator. Ms. Capobianco is an environmental scientist with over 13 years experience in environmental science. During her career, she has completed more than 100 wetlands delineations for projects ranging in size from 5-acre to 8,000-acre sites for public and private sector clients. Her experience also includes GIS and natural resource mapping, Phase I environmental site assessments, natural trail design, environmental impact reports, and preparation of environmental assessments.

J. David Roberts, P.E. joined the firm as Structural Engineering Department Manager and Senior Engineer. Mr. Roberts has 15 years of experience in structural design and management. In his new position, he will be responsible for successful delivery of all of the structural engineering services performed in the company’s corporate office in Lynchburg. Mr. Roberts received a B.S. degree in Civil/Structural Engineering from Rice University, Houston, Texas and is a Registered Professional Engineer in 23 states; and Patrick J. Williams, E.I.T. was promoted to Engineer-in-Training 1 in the Structural Engineering Department. In his new position, Mr. Williams will be responsible for performing a wide variety of structural engineering design involving steel, concrete, and timber elements. He recently received a B.S. degree in Civil Engineering Technology from Old Dominion University.
Greg Harmon of Breeden and Collier Co. has earned his Professional Engineer (P.E.) certification from the Virginia Department of Professional and Occupational Regulation.
Wilbur Smith Associates has recently announced that Craig Eddy has joined the firm’s Richmond office as a senior project manager.
W. Jerrold Samford has earned his Leadership in Energy and Environmental Design (LEED®) professional accreditation from the U.S. Green Building Certification Institute. He received his Bachelor’s degree in Geology from William and Mary in 1977 and his Master’s in Geological Sciences from Virginia Tech in 1981. Mr. Samford is an environmental compliance specialist with Troutman Sanders.
Commonwealth Architects has recently announced that Kenneth VanRiper has been promoted to associate principal. Mr. VanRiper joined the firm in 2001 and is a LEED® accredited architect; and Steve Scott has been promoted to associate principal. Mr. Scott joined the firm in 2000.
Moseley Architects has recently announced that William Laughlin has been promoted to the board of directors. Mr. Laughlin graduated from Virginia Tech with an architecture degree and joined the firm in 1992. He is a LEED™ accredited professional; and James Henderson has been promoted to operations manager in the firm’s Harrisonburg office. Mr. Henderson earned his Undergraduate degree in Architecture from the University of Virginia in 1992 and his Master’s degree from Virginia Tech in 1999. He is a LEED™ accredited professional.
Draper Aden Associates is pleased to announce that Erika S. Reynolds has earned the distinction of Certified Professional Secretary (CPS®) from the International Association of Administrative Professionals. Ms. Reynolds is the Administrative Assistant to the Environmental and Solid Waste Teams. She has been with the firm for three years.
The Richmond Virginia office of The Louis Berger Group, Inc. (BERGER) welcomes Tyler Gill as an Associate Civil Engineer. His role at BERGER will focus on engineering and design for transportation projects in Virginia. Mr. Gill received his B.S. in Civil Engineering from VA Tech in 2008.
